Resumen: En ese contexto lúgubre, cabe preguntarse ¿cuál ha sido el rol del Sistema de Inteligencia Nacional del Perú (SINA) y de la Dirección Nacional de Inteligencia (DINI) como ente rector del SINA? Resulta que el Estado Peruano -luego de los desmanes cometidos por la cúpula del Servicio de Inteligencia Nacional (SIN) de los noventa-, desde el año 2001 hasta el 2016, ha padecido una recurrente inestabilidad y falta de institucionalidad en su central de inteligencia nacional (ya sea el Consejo Nacional de Inteligencia-CNI o la DINI), con repercusión en el SINA en general.
Abstract: In this gloomy context, one wonders what has been the role of the National Intelligence System of Peru (SINA) and the National Intelligence Directorate (DINI) as the governing body of the SINA? It turns out that the Peruvian State -after the excesses committed by the leadership of the National Intelligence Service (SIN) in the 1990s-, from 2001 to 2016, has suffered from recurring instability and lack of Institutionality in its national intelligence center (either the National Intelligence Council-CNI or the DINI), with repercussions on the SINA in general.
