Resumen: Seguridad y Defensa, conceptos que otrora eran exclusividad de los hombres con uniforme, y que desde el fin de la guerra fría no han logrado generar un concepto funcional constituyen hoy en tiempos de globalización un desafío de renovación e integración indispensable para cualquier colectividad política. El presente artículo corresponde al capítulo 3 de la obra del suscrito “Un ensayo sobre la Seguridad y Defensa” transcrito para la revista XAUXA, que busca promover el análisis y discusión de un tema de necesidad e importancia vital para el Perú y la humanidad entera.
Una aproximación desde los efectos de las nuevas tecnologías, las redes sociales, el populismo, el crimen organizado, el orden mundial y la pandemia del COVID-19 resultan necesarios para comprender como el carácter transnacional de las amenazas a la sociedad, como la necesidad de preservar el Estado Nación como forma civilizada en medio de un proceso de globalización política, económica y social que proporcione condiciones de seguridad y bienestar general, permiten estructurar algunas propuestas que antes de ser una receta categórica, invitan a una reflexión seria y alturada.
Abstract: Security and Defense, concepts that were once the exclusive domain of men in uniform, and that since the end of the cold war have failed to generate a functional concept, today in times of globalization constitute a challenge of renewal and integration that is essential for any political community. This article corresponds to chapter 3 of the work of the undersigned “An essay on Security and Defense” transcribed for the XAUXA magazine, which seeks to promote the analysis and discussion of a topic of necessity and vital importance for Peru and humanity as a whole.
An approach from the effects of new technologies, social networks, populism, organized crime, the world order and the COVID-19 pandemic are necessary to understand how the transnational nature of threats to society, such as the need to Preserving the Nation State as a civilized form in the midst of a process of political, economic and social globalization that provides conditions of security and general well-being, allow the structuring of some proposals that, before being a categorical recipe, invite serious and lofty reflection.
