Resumen: La región andina es el eje integrador de la nación y a lo largo de la historia dominarla ha sido indispensable para obtener el control del país, el Mariscal Cáceres fue el último y magistral intérprete del valor geopolítico de esta región y del carácter de sus habitantes, con muy limitados recursos obtuvo importantes logros que no se coronaron con el éxito por la desunión y la ambición de la clase política. Alcanzar el desarrollo solo será posible explotando sus potencialidades.
Abstract: The Andean region is the integrating axis of the nation and throughout history dominating it has been essential to gain control of the country, Marshal Cáceres was the last and masterful interpreter of the geopolitical value of this region and the character of its inhabitants, with very limited resources obtained important achievements that were not crowned with success due to the disunity and ambition of the political class. Achieving development will only be possible by exploiting its potential.
